Zusammenfassung
Das Jahr 1993 brachte für den Irak (I.) keine Wende: weder erfüllte sich die Hoffnung der irak. Führung auf eine Änderung der amerikanischen Politik nach der Amtsübernahme durch den neuen Präsidenten Bill Clinton (20.1.) noch die der Opposition auf einen Sturz des Regimes unter Saddam Husain. Durch die Fortdauer des Wirtschaftsembargos verschlechterte sich die Wirtschaftslage weiter und mit ihr die Lage der Bevölkerung, während Anzeichen für eine Destabilisierung der Herrschaft Saddam Husains nicht zu erkennen waren.
