Vereine als Leistungsträger — Der ‚Dritte Sektor‘ in Frankreich und Deutschland im Vergleich

Zusammenfassung

Frankreich gilt als Idealtyp unitarischer Staatsstruktur. Einflußreiche politikwissenschaftliche Interpretationsmuster zur Beschreibung staatlicher und gesellschaftlicher Kooperationsbeziehungen („Neo-Korporatismus“) scheinen daher auf Frankreich schlecht zu passen. Insbesondere die Verbände spielen augenscheinlich eine geringere politische Rolle als in Deutschland. Allerdings hat sich dieses Bild durch jüngere Untersuchungen zum Einfluß einzelner Interessenverbände — etwa der Notare (Suleiman 1987) oder der Bauern (Keeler 1987) — differenziert. Der Vergleich mit der deutschen Situation zeigt hier, daß nicht die Abwesenheit einflußreicher Verbände, sondern die Abwesenheit eines absolut dominierenden Parteiensystems den wesentlichen Unterschied des französischen gegenüber dem deutschen politischen System ausmacht.
