Zusammenfassung

Die beschriebenen Veränderungen der internationalen Strukturbedingungen begünstigen Verschiebungen im internen Steuermechanismus, die zu mehr Offenheit und Flexibilität bzw. zu marktnahen Regulationen fuhren — jedoch nur insoweit, als damit nicht die Entwicklung völlig entgleitet, sie jede Richtung verliert und nur noch zufallsgeleitet scheint. Unter Bedingungen eines turbulenten internationalen Systems mit fluktuierenden Geldströmen und immer neuen Wellen technologischer Innovationen gedeihen offenbar Gesellschaften mit einem vielgliedrigen und dezentralen System, mit einem föderalen Aufbau und einer vielfachen Konkurrenz der Organisationen und Interessengruppen relativ am besten. Die Heterarchie gewährleistet Vielfalt der Anregungen, funktionale Überschneidungen und Substitutionsmöglichkeiten, einen Wechsel der Führungskoalitionen über die sektoralen, regionalen und parteipolitischen Gliederungen hinweg. Die notwendige Effektivität einer Wirtschaft und die Effizienz der Verwaltung vorausgesetzt, ist damit die Adaptivität einer Gesellschaft gesichert. Dennoch genügt die bloße Förderung der Adaptivität — angesichts drastischer weltwirtschaftlicher und geopolitischer Wechsellagen — allein nicht.
