Wie in vielen Jahren zuvor variierte 1996 die Perzeption der Entwicklung Libyens (L.s) extrem; sie reichte vom “All is well in Libya” (Dn, 25.9.) bis hin zur Feststellung in der IHT (21.9.): “Gadhafi hears rumblings of discontent”. Tatsächlich war 1996 ein Jahr, in dem die bewaffnete Konfrontation mit den Islamisten einen bisherigen Höhepunkt erreichte, zugleich aber war es auch ein Jahr der innen- und wirtschaftspolitischen Weichenstellung, mit der die Revolutionsführung Legitimität zurückzugewinnen versuchte.
