Vergleichende Regierungslehre

Zusammenfassung

Die Entstehung und Wirkung von Maßnahmen in Politikfeldern wie etwa der Wirtschafts-, Sozial-, Umwelt-, oder Forschungspolitik sind der Untersuchungsgegenstand der Vergleichenden Politikfeldanalyse oder auch Policy-Analyse. „Policy analysis is finding out what governments do, why they do it and what difference it makes“ (Dye 1976). Es sind die Inhalte der Politik und deren Zustandekommen, die im Mittelpunkt der Policy-Analyse stehen. Der policy-Begriff unterscheidet sich von den beiden anderen Dimensionen des Politikbegriffs, der polity-Dimension und der Dimension der politics. Während das Forschungsinteresse der politischen Prozessforschung (politics) sich auf die Akteure und deren Interessen richtet und das Erkenntnisobjekt der polity das politische Organisationsgefüge ist, befasst sich die Policy-Analyse mit Gemeinsamkeiten und Unterschieden in den spezifischen Ausprägungen einzelner Politikfelder.1
