Zusammenfassung

Soziale Bewegungen sind in den Gesellschaften, in denen sie aufkommen, störende Ereignisse. Was sie wollen, überschreitet das Selbstverständliche und läßt sich dem Common sense schlecht erklären. Hinzu kommt das Unheimliche ihrer Form. Sie besitzen keine feste Gestalt. Soziale Bewegungen schwellen oft ganz unvermittelt an, explodieren auch manchmal, sind dann wieder lange still, zerrinnen gleichsam. Und ob sie danach wiederkommen oder aber schon zu Ende sind, das läßt sich nur unzuverlässig ausrechnen. Daraus ergeben sich auch die Operationsprobleme der Kontrolleure sozialer Bewegungen: Die Mächtigen tun sich schwer mit ihnen, selbst die Geheimdienste tappen oft im Dunklen.
