Zusammenfassung
Die militärischen Erfolge der sudanesischen (sud.) Oppositionsstreitkräfte vor allem im 1. Halbjahr führten zur vorschnellen Einschätzung der in der National Democratic Alliance (NDA) zusammengeschlossenen Oppositionsgruppen, daß der Sturz des Bashir-Regimes unmittelbar bevorstehe. Die von der Staatsführung eingeleitete militärische, innen- und außenpolitische Gegenmobilisierung strafte diese Lagebeurteilung Lügen; besonders die vom Regime betriebene Strategie des Peace from within mit südsud. Rebellengruppen, die den Hegemonialanspruch der Sudanese Peoples Liberation Army (SPLA) unter John Garang ablehnen, stabilisierte die interne Lage, auch wenn die Strategie nicht ausreichend war/ist, um den Südsudankonflikt an sich zu lösen.
