Zur Mobilisierungslogik von Migranteninteressen in Europa

Zusammenfassung

Die Ausgestaltung einer europäischen Einwanderungs- und Flüchtlingspolitik ist nach zögerlichen Anfängen im Zuge der jüngsten Vertragsänderungen mit neuer Intensität und Dynamik vorangetrieben worden. Als Eckpfeiler der Reformen gilt die Schaffung einer genuinen Gemeinschaftskompetenz, mit der die viel kritisierte Auslagerung des Regelungsbereichs in zwischenstaatliche Verhandlungsarenen endgültig rückgängig gemacht und damit das Gestaltungs- und Entscheidungsmonopol der Regierungen gebrochen werden konnte. Die Pluralisierung des Politikfeldes änderte zunächst jedoch nur wenig an der eindimensionalen inhaltlichen Schwerpunktsetzung auf die Festlegung neuer Ausgrenzungsmechanismen zur Verhinderung von unerwünschter Zuwanderung, ohne das Versprechen für eine Bereitstellung neuer Inklusionschancen für die sich in Europa bereits niedergelassenen Einwanderungsminderheiten bzw. für eine Verbesserung des Flüchtlingsschutzes einzulösen.2

Die Arbeit ist entstanden im Rahmen einer von der DFG im Schwerpunktprogramm ‚Regieren in Europa‘ geförderten Untersuchung zur Rolle von Öffentlichkeit in der EU.
