Zusammenfassung

„Die NATO ist, als ein Instrument transatlantischer und auch globaler Politik, an einen Endpunkt gelangt. (...) Gewiss, die teuren Strukturen der NATO existieren noch, die NA-TO-Bürokraten versorgen die Politiker noch immer mit den alten Phrasen über die neue Rolle des Bündnisses — aber wer wird all das wie lange noch wirklich ernst nehmen?“ (Birnbaum 2000: 99). Diese Frage beschreibt das Kernproblem, vor dem die wissenschaftliche Analyse des historisch gesehen wohl erfolgreichsten Verteidigungsbündnisses der Geschichte heute steht: Dem Gegensatz zwischen der institutionellen Vitalität des Bündnisses auf der einen Seite und den anscheinend immer heftiger werdenden Konflikten innerhalb der Allianz auf der anderen Seite.
