Creaming the Poor? — die Underclass-Debatten in Großbritannien und Deutschland

Zusammenfassung

Armut steht als eines der aktuellen sozialen Probleme weit oben in der politischen Agenda. Aber Armut ist nicht neu und hat auch keine ‚neuen‘ Gründe. Vielmehr ist sie eine notwendige Nebenerscheinung im kapitalistischen Gesellschaftssystem (s. die Beiträge von Hines sowie Dangschat & Diettrich, in diesem Band). Armut ist Bestandteil der ökonomischen Logik und erfüllt spezifische Funktionen in der Gesellschaft (vgl. Gans 1992). Als soziales Konstrukt ist Armut zudem ein institutionell reproduziertes und instrumentalisiertes Problem (s. den Beitrag von Paulus, in diesem Band). Der deutsche Diskurs über Armut in Politik und Wissenschaft spiegelt diese Sachverhalte jedoch kaum wider. Vielmehr scheint dieser Diskurs die Arena des „Kampfes“ um die „legitime Sicht von sozialer Welt“ (Bourdieu 1985: 23, zit. n. Barlösius 1995: 541) zu sein.
