Der politische Willensbildungsprozeß ist durch vielfältige und komplexe Kontrollvorgänge geprägt. Deren Wirksamkeit und legitimatorische Kraft hängt in hohem Maße davon ab, ob sie transparent sind und ein Mitdenken und Reagieren der Bürger in Gang setzen. Kontrollund Kommunikationsfunktion sollen daher im Zusammenhang behandelt werden.
