Zusammenfassung
Der „kritische Dialog“ bestimmte von Dezember 1992 bis zum Frühjahr 1997 die offizielle Politik der EU gegenüber Iran. Seine Formulierung geschah im Rahmen der Entwicklung der Gemeinsamen Außen- und Sicherheitspolitik (GASP) der EU unter besonderer Betonung der Menschenrechtspolitik. Ziel des „kritischen Dialogs“ war, Irans Verhalten in den Bereichen Menschenrechte, nahöstlicher Friedensprozeß, Terrorismus und Rüstung mit Massenvernichtungswaffen zu ändern. Darin war er bekanntlich nicht erfolgreich.
