Oftmals ist es wichtig, bestimmte Personen schnell zu erreichen. Über das herkömmliche Telefonnetz ist dies nur beschränkt möglich, da der Telefonanschluß besetzt sein kann oder die gesuchte Person nicht anwesend ist. Mobiltelefonsysteme ermöglichen eine größere Erreichbarkeit des mobilen Teilnehmers, sind aber nicht immer eingeschaltet, teuer im Gebrauch und unhandlich.
