Zusammenfassung
In der Tradition des klassischen Liberalismus wie auch in modernen Ansätzen des „Rational Choice“ wird angenommen, daß die Mitglieder eines politischen Systems bereits über klar definierte Identitäten, Werte und Präferenzen verfugen, wenn sie in politische Beziehungen zueinander treten. Der Grad an Demokratie bemißt sich dann allein an der Verteilung der Chancen, solch exogen erzeugte Positionen und Forderungen im politischen Prozeß zu artikulieren und in den formellen Entscheidungsverfahren (insbesondere in Mehrheitsabstimmungen) wirkungsvoll zur Geltung zu bringen.
