Zusammenfassung
Die Einschätzungen über die Bedeutung von Nichtregierungsorganisationen (NROs) bei der Einflussnahme auf Entscheidungen im internationalen Kontext sind sehr unterschiedlich. So sind sie für den ehemaligen Generalsekretär der Vereinten Nationen (VN) Boutros Boutros-Ghali „a basic form of popular representation in the present day world. Their participation in international organisations is, in a way, a guarantee of the political legitimacy of those international organisations“.1 Demgegenüber schreibt Peter Wahl, Vorstandsmitglied der NRO,Weltwirtschaft, Ökologie und Entwicklung’ (weed): „The current success of NGOs should not lead to the misunderstanding that they are the spearhead of emancipatory change. In the long run NGOs won’t achieve anything without allies. NGOs are the most overestimated actor of the nineties (Wahl 1996), but themselves, they should not take over this overestimation.”2
