Zusammenfassung

Sind „Agenda 21“-Prozesse oft nicht mehr als eine Spielwiese für engagierte Bürgerinnen und Bürger, während die etablierten politischen Institutionen unbeirrt ihren Kurs halten - und wenn ja, warum? Am Beispiel eines engli schen und eines deutschen „Agenda 21“-Prozesses beleuchtet dieser Beitrag die komplexen Verhältnisse, in deren Dickicht „Agenda 21“-Prozesse stattfinden. Für die Untersuchung wurden zwei Kommunen ausgewählt, die beide als Verfahren sog. Zukunftskonferenzen eingesetzt haben.1
