Zusammenfassung

Mit Beginn der neunziger Jahre sind auch die Länder südlich der Sahara von der „dritten Welle“der Demokratisierung (Huntington 1991) erfasst worden. In praktisch nur einem Jahr stieg die Zahl der Staaten, die Demokratisierungstendenzen erkennen ließen, von vier auf über zwanzig an (Mair 1995). Sowohl die Afrikaforschung als auch die Politik zeigten sich von den Entwicklungen überrascht, nachdem Médard noch 1987 einen breiten Konsens repräsentiert hatte, als er konstatierte: „Refléchir sur la démocratie en Afrique, c’est d’abord refléchir sur son absence“(Médard 1987: 1).

Die in diesem Beitrag angeführten Beispiele gehen auf die Tätigkeit der Autorin für die Friedrich-Ebert-Stiftung in Mali in den Jahren 1996/97 zurück. Darüber hinaus werden einige Ergebnisse verwandt, die im Rahmen eines erneuten Aufenthaltes im Jahr 1998 für eine Dissertation zum Demokratisierungsprozess in Mali erarbeitet wurden.
