Zusammenfassung
Die historische Analyse verdeutlichte, daß zur Erklärung der wohlfahrtsstaatlichen Entwicklung sowohl der sozialdemokratische (beziehungsweise im weiteren Sinne der konflikttheoretische) als auch der sich auf die nationalen Werte stützende Ansatz eine begrenzte Aussagekraft aufweisen konnte. Sieht man von der Wilson-Administration (1913–1921) ab fand eine intensive Thematisierung der Armutsproblematik und sozialpolitischer Forderungen auf nationaler Ebene während des 20. Jahrhunderts jeweils zu Zeiten statt, in denen die Demokraten den Präsidenten stellten. Während der Präsidentschaften von Roosevelt, Kennedy und Johnson wurden die Grundsteine für das noch heute bestehende soziale Sicherungsnetz in den Vereinigten Staaten gelegt. Die reformorientierten Demokraten schienen die sozialpolitische Diskussion zu bestimmen. Obwohl die amerikanische Arbeiterbewegung den sozialen Neuerungen zunächst skeptisch gegenüberstand, unterstützte sie seit Ende der dreißiger Jahre die bundesstaatlichen Interventionsmaßnahmen, ohne jedoch zur treibenden sozialpolitischen Kraft zu avancieren.
