Zusammenfassung
Grundsätzlich befürwortet, wie im Kapitel “Parteipolitische Zielsetzungen und öffentliche Meinung” dargelegt, eine überwältigende Mehrheit der Amerikaner das bestehende Rentenversicherungssystem. Im Wahlkampf von 1980 hatten ferner die Demokraten, wie auch die Republikaner, versichert, daß bestehende Rentenleistungen nicht gekürzt werden würden. Auf der anderen Seite verlangte die prognostizierte negative Entwicklung des Rentenfonds — es drohte ein Defizits1 — schnelles Handeln. Experten unterschiedlichster politischer Couleur stimmten darin überein, daß der Rentenfonds sich auf eine finanzielle Schieflage zubewegte, konnten sich jedoch auf keine gemeinsame Lösungsvariante einigen.2

Um einen sozialen Ausgleich zwischen Niedrigverdienem und Personen mit höheren Einkommen herzustellen, wurden nach der bestehenden Rechtsnorm niedrige Monatseinkommen bei der Berechnung der Rente prozentual höher ausgeglichen als höhere Monatseinkommen. Konkret bedeutete dies einen 90prozentigen Lohnersatz fir die ersten $230 des durchschnittlichen Monatseinkommens, plus 32 Prozent der nächsten $1159, plus 15 Prozent des weiteren Einkommens. Auf Nachfragen mußte Myers jedoch einräumen, daß die Administration von der Annahme ausging, nur etwa 25 Prozent der Anspruchsberechtigten würde einen Antrag auf Sozialhilfe stellen, was zu weiteren Einsparungen führen würde.
