Zusammenfassung

Innerhalb der Exekutive ist ein Trend zu einer Zentralisierung der Entscheidungsfindung festzustellen. Er kulminiert in einem Machtzuwachs des Präsidialamtes. Hier entwickele sich eine eigenständige Bürokratie, die nicht nur traditionelle Verwaltungs- und Koordinationsfunktionen übernehme, sondern zum Aktionszentrum der Regierung in der Politikformulierung werde, argumentiert Andreas Falke.1 Diese Präsidialbürokratie tritt häufig in Konkurrenz zu den Ministerien, wie sie für einen europäischen Beobachter am ehesten im Ringen zwischen dem Nationalen Sicherheitsberater und dem Außenminister um die Rolle des Primus in der Außenpolitik erkennbar wird. Die Wichtigkeit eines Mitarbeiters der Exekutive muß demnach nicht unbedingt mit dem offiziellen Titel eines Ministers verbunden sein.
