Abstract
There is a lyric in the developing world that ICT is the cure to all the ills of mal development. The myth is that in order to make democracy happen and achieve transparency all one has to do is to network the networks with computers and the world will be fine.
“The assets of the 200 richest people are more than the combined income of 41% of the world’s people.... In an era of sweeping technological advance, it is inexcusable that human poverty should persist and that the technological gaps are widening” (UNDP, 1999, 38)
