Zusammenfassung
Seit etwa 1910, dem Jahr der Gründung der ‘Südafrikanischen Union’, existiert der Begriff ‘Rassentrennung’ (Apartheid) im südafrikanischen Sprachgebrauch. Die damalige ‘Labour Party’ benutzte den Begriff als erste Partei in ihrer Wahlerklärung. Unter Apartheid versteht man die Lehre vom ‘Getrennt-Sein’. Apartheid bedeutete Abschottung im Namen der eigenständigen Entwicklung. Die Staatsform ‘Apartheid’ war ein System, das sich dabei langsam herausbildete. Sie stand wie der Nationalsozialismus oder Stalinismus für einen Glauben an ein alles durchdringendes Konzept, und lieferte ein Schema, dem jegliches gesellschaftliche, wirtschaftliche und politische Handeln folgen sollte.1 So hatten die Apartheid, und die mit ihr verbundenen politischen Entscheidungen, weitreichende Folgen für den Aufbau, die Erhaltung und die Entwicklung der Wirtschaft des Landes. Apartheid diente dabei sowohl als Rahmen für das große Ganze als auch für die Details bei der Durchführung. Die Apartheid war kein statisches Gebilde; sie wurde im Laufe der Zeit auf- und nach ihrem Höhepunkt, Anfang der 70er Jahre, allmählich wieder abgebaut. Auf dem Wählerverzeichnis der Kapprovinz von 1936 finden sich letztmals die Namen einiger schwarzer Landbesitzer. Durch die Anwendung der Landgesetze von 1913 und 1936 (Land Acts of 1913 and 1936), zur Zeit britischer Regierung, verloren sie das Recht am Eigentum ihres Grund und Bodens sowie das Wahlrecht.

Die Landrechte der Schwarzen wurden auf die verbliebenen traditionellen Siedlungsgebiete der afrikanischen Bevölkerung beschränkt. Sie umfaßte rund 7,3 Prozent der Landesfläche. Der Term ‘parastaatlich’ bzw. ‘parastatal’ bezieht sich sowohl auf staatliche (öffentliche) Wirtschaftsunternehmen (Public Business Enterprises) wie Transnet (ehemals South African Transport Services) oder die Briefpost als auch auf Publikumsgesellschaften (Public Corporations) wie z.B. Escom (börsennotierter Stromerzeuger). Beide Gruppen parastaatlicher Unternehmen werden entweder aufgrund besitzrechtlicher Mehrheitsverhältnisse oder aufgrund des gesetzlichen Rechtes, Mitglieder der Geschäftsleitungsgremien ernennen zu können, von der Regierung kontrolliert. Für ihren Etat müssen die Public Busines Enterprises, entgegen der Public Corporations, die Zustimmung der Legislative einholen.

Der Gini-Koeffizient ist das allgemein gebräuchliche Konzentrationsmaß zur Messung der Einkommensverteilung (oder auch der Landverteilung) zwischen den Individuen (oder Haushalten) einer Volkswirtschaft. In einer Volkswirtschaft mit völliger Gleichverteilung der Einkommen ist der Gini-Koeffizient gleich Null, bei totaler Ungleichverteilung gleich Eins. Bei einem Wert von Null erhalten alle Individuen das gleiche Einkommen, bei einem Wert von Eins erhält nur ein Individuum das gesamte Volkseinkommen, die übrigen Individuen erhalten nichts.

Zu beachten ist, daß in der ‘not wage employed labour force’ auch die Arbeitskräfte des landwirtschaftlichen Subsistenzsektors und des informellen Sektors, Selbständige im formellen Sektor sowie Angestellte von ‘minor formal-sector activies’ wie Beschäftigte von nicht zu Hotels gehörenden Bars oder Restaurants und bei Taxi-Firmen angestellte Fahrer enthalten sind. Damit liegt die Höhe der ‘not wage employed labour force’ über der eigentlichen Anzahl der Arbeitslosen. Trotzdem wird der Anstieg zwischen 1970 und 1990 insbesondere der „not wage employed labour force“ innerhalb der Schwarzen (Africans) deutlich.

Das durch die T.o.T. dargestellte Austauschverhältnis drückt aus, in welchem Maße sich der gewogene durchschnittliche Erlös je Mengeneinheit der Ausfuhr günstiger/ungünstiger entwickelt hat, als der gewogene durchschnittliche Aufwand je Mengeneinheit der Einfuhr.
