Zusammenfassung

„Among thoughtful people today there is increasing discussion of political apathy“, schrieben David Riesman/Nathan Glazer vor einem halben Jahrhundert (1950: 505). Seitdem hat sich offensichtlich nicht sehr viel geändert und weiterhin wird auf die Bedeutung von politischer Apathie und politischem Interesse für die Lebenschancen demokratischer Systeme hingewiesen. Das Interesse der Bürger an der Politik gilt als eine notwendige Voraussetzung funktionsfähiger Demokratien: Ohne Interesse gibt es kein politisches Engagement und ohne Beteiligung per definitionem keine Mitbestimmung der Bürger. Nur einigermaßen politisch interessierte Bürger werden etwas von Politik verstehen und ihre Gesamtforderungen an das politische System nicht übertreiben (Berelson et al. 1954: 314, Milbrath 1972: 146). Langfristig scheint die Legitimität des demokratischen Verfahrens damit vor allem von einem gewissen Niveau des politischen Interesses der Bürger abhängig zu sein.
