Präsidiale Regierungschefs: Verändern sich die parlamentarischen Demokratien?

Zusammenfassung

Margret Thatcher hat man es nachgesagt, auch Kanzler Kohl in seinen späten Jahren. Tony Blair und Silvio Berlusconi sowieso. Selbst Gerhard Schröder wurde schon zum Kreis der Regierungschefs parlamentarischer Demokratien gezählt, denen man einen ‚präsidialen‘ Regierungsstil attestiert. Der persönliche Regierungsstil der Amtsinhaber taugt allerdings nur sehr bedingt für einen systematischen Vergleich demokratischer Systeme. Schließlich gehört er — spätestens — nach einem Amtswechsel der Vergangenheit an. Relevant ist vielmehr die Frage, ob solche Stilfragen auf schleichende Strukturveränderungen hindeuten.
