Zusammenfassung
Historisch entstand die Forderung nach einer “angepassten” Technologie zunächst aus den negativen Folgen des Transfers von Entwicklungskonzepten und Technologien aus Industrieländern in die Länder der Dritten Welt. (1) Die Wurzeln des Konzepts einer Angepassten Technologie liegen in einer anderen Vorstellung von Entwicklung, die in einem umfassenderen Sinne verstanden wird, nämlich als ein Prozess, der nur durch einen organischen Aufbau von unten erfolgen kann, als “Aufwärtsbewegung des gesamten sozialen Systems” (2). Am deutlichsten vielleicht kommt die dem Konzept der Angepassten Technologie zugrundeliegende Entwicklungsvorstellung in der Cocoyoc-Erklä-rung (3) zum Ausdruck: Unter Entwicklung wird die Entwicklung des Menschen in seiner Gesamtheit und aller Menschen verstanden. “Die Entwicklung des Menschen” bedeutet die Befriedigung von Bedürfnissen des Menschen. Im Vordergrund stehen hauptsächlich die fundamentalen Bedürfnisse — auch Grundbedürfnisse genannt -, wobei die materiellen Bedürfnisse jene sind, deren Befriedigung gewisse physische Elemente benötigen, während die Befriedigung der immateriellen Bedürfnisse von der Struktur der sozialen Beziehungen und der Kultur abhängen. Diese Vorstellung von Entwicklung findet ihren Niederschlag in den in Tabelle 1 angegebenen Anforderungen an eine Angepasste Technologie. (4)
