Zusammenfassung
Gebäude, die die Bauwerke der Umgebung wesentlich überragen, können die Windverhältnisse in ihrer Umgebung stark beeinflussen, es können nicht nur unangenehme, sondern sogar Menschen gefährdende Windgeschwindigkeiten in Bodennähe auftreten. Pen-warden [8.1] berichtet von zwei älteren Frauen, die im Jahre 1972 durch Böen in der Umgebung von Hochhäusern erfaßt wurden, stürzten, und als Folge dieser Unfälle starben. In einem Fall konnte aufgrund von meteorologischen Daten die Böengeschwindigkeit am Ort abgeschätzt werden, sie lag bei 30 m/s. Aber auch jüngere Leute können durch plötzliche Böen stürzen, so z. B. 2 Mädchen auf dem Universitätsgelände von Monash [8.2], wobei die Windgeschwindigkeit innerhalb von 2... 3 s von 12 m/s auf 23 m/s anstieg. Diese letzte Geschwindigkeit entspricht bei Frontalanströmung einer Windkraft von rund 230 N auf den Körper [8.1]. Bei seitlicher Anströmung verringert sich dieser Wert um rund 30%. Die Luftkraft auf eine Person hängt außer von der Windgeschwindigkeit auch von Größe, Gewicht und Kleidung ab [8.12]. Der Widerstandsbeiwert für Personen ist ungefähr cw = 1,1. Durch die Bewegung treten aber schwankende Kräfte auf, für diesen Fall gelten also höhere cw-Werte. Der mittlere cw-Wert beim Gehen liegt etwa 20% über dem beim Stehen, der maximale cw-Wert liegt 40% darüber. Ein aufgespannter Schirm erhöht diesen Wert beachtlich [8.19]. Von Beobachtungen weiß man auch, daß Personen schon bei etwa 20 m/s arge Schwierigkeiten haben, das Gleichgewicht zu halten. Aus diesem Grunde kann man 20...23 m/s als Gefährdungsgrenze ansehen [8.2, 8.4]. Dieser Wert sollte höchstens einmal pro Jahr überschritten werden [8.2, 8.3].
