Zusammenfassung
Kontrolle stellt eine der wesentlichen Managementaufgaben in Unternehmen dar (vgl. u. a. Weber 1999, S. 34; Albach 2000, S. 12). Ihr Wirkungsbereich ist derart umfassend, dass „er alle Unternehmensmitglieder und sämtliche der sich in der Unternehmung vollziehenden Prozesse einschließt“ (Siegwart/Menzl 1978, S. 13). Obwohl die Bedeutung des Themenfeldes weitestgehend unstrittig ist und der Terminus allgegenwärtig erscheint (vgl. u. a. Child 1973, S. 1; Sjurts 1995, S. 1), sind betriebswirtschaftliche Beiträge vergleichsweise selten (vgl. u. a. Küpper 1997, S. 165; Horváth 1998, S. 186). Ursächlich hierfür ist, dass die betriebliche Realität durch den Rückzug hierarchischer Steuerung gekennzeichnet ist: „Lean Management statt komplexer vertikaler Hierarchie, Netzwerkstrukturen wie fraktale Fabrik und virtuelle Organisation statt hierarchischer Koordination oder Prozessmanagement statt funktionaler Spezialisierung“ (Sjurts 1998, S. 283). Galt bislang die Maxime, das Verhältnis zwischen Vorgesetzten und Mitarbeitern möglichst detailliert zu spezifizieren und die Einhaltung von Standards durch permanente Kontrollen sicherzustellen, so wird nun eher der Verzicht auf exakte Vorgaben postuliert.
