Zusammenfassung

Katastrophen sind raum-zeitlich konzentrierte Ereignisse, die zu einer schweren Gefährdung einer Gesellschaft durch Verluste an Menschen und zu materiellen Schäden führen, so dass die lokale gesellschaftliche Struktur versagt und sie alle oder wesentliche Funktionen nicht mehr erfüllen kann (vgl. UN DHA 1992, S. 15 f.).96 Katastrophenmanagement ist dementsprechend eine angewandte Disziplin, die durch systematische Beobachtung und Analyse von Katastrophen Maßnahmen zur Vermeidung, Vorbeugung, Vorbereitung, Rettung und Opferhilfe entwickelt (vgl. Carter 1991, S. XXIII).97
