Zusammenfassung

Eine der fundamentalen Fragen, die den Demokratisierungsprozeß in Spanien nach dem Ende des Franco-Regimes 1975 grundlegend geprägt haben, ist die nach der Neuregelung des Verhältnisses zwischen der Zentralregierung in Madrid und den Selbstbestimmungsforderungen einiger im spanischen Staatsverband lebenden Völker. Nachdem die politische Garantie der territorialen Integrität Spaniens in der Sicht v.a. der politischen Rechten absolute Bedingung war für den friedlichen Übergang, stand die Neuordnung dieses Verhältnisses an zentraler Stelle im Ver-handlungsprozeß über die neue Verfassung des demokratischen Spanien (vgl. López Guerra 1989: 20 ff.).
