Abstract
The emergence of new states in the Balkans was due to a combination of factors, yet two reasons, closely connected to each other, seem to have been decisive. The first was an attempt by different nations to join Western European integration directly and not by way of a proxy and the second was a crisis of the equality of nations (peoples) within the existing multinational state. Equality was sought within the concept of the creation of a new state, which is a concept still valid in the international community, although somewhat outdated and it appears to be obsolete as a concept for creating nation states of the 19th century.
