Zusammenfassung
Die öffentliche Verwaltung existierte als eine gemeinsame menschliche Tätigkeit1, bevor sich die Bürokratie als solche entwickelte2. Aber als eine Disziplin folgte die öffentliche Verwaltung eng der Bürokratie, die sich als Folge des modernen Nationenstaates und der Industrialisierung entwickelte. Eine öffentliche Bürokratie, die Daseinsberechtigung der öffentlichen Verwaltung, entwickelte sich, als die Industrialisierung begann, die Rolle des Staates zu ändern und immer mehr die Interessen und Bedürfnisse einer industriellen Klasse in der Folge der industriellen Revolution zu repräsentieren.3
