Zusammenfassung
Harry Bravermans Buch über die „Degradierung der Arbeit“ („Degradation of Work“) (1974) stellte erstmals radikal die in neue Technologien gesetzten utopischen Hoffnungen in Frage. Er hat freilich das ihm vorliegende Material in einer Weise verallgemeinert, die ihm den Vorwurf des ökonomischen und technologischen Determinismus eingetragen hat. Die in England geführte Braverman-Debatte (zuletzt St. Wood et al. 1982) stellt die allgemeine Degradierungsthese in Frage und rückt das Technologieproblem in den sozialen Kontext betrieblicher und gesellschaftlicher Beziehungen und Entwicklungen. Das Spannungsfeld zwischen technologischer Determination und sozialen Handlungskonzeptionen ist um Begriffe wie „job regulation“ (s. Clegg 1980) und „control“ (s. Hyman/Elger 1982) zentriert. Wer gewinnt aufgrund welcher Bedingungen und Kriterien — einschließlich formeller und informeller Normen und Prozeduren — die Kontrolle über welchen Bereich des betrieblichen Geschehens? Diese Fragestellung auf dem Gebiet der industriellen Beziehungen ist nie auf die Veränderung von Arbeitsvollzügen primär durch neue Technologien beschränkt gewesen. Sie hat sämtliche Machtstrategien zwischen Arbeit und Kapital zum Gegenstand gehabt und beschäftigt sich mit Versuchen der Monopolisierung von Teilarbeitsmärkten durch Facharbeiter ebenso wie mit der Infragestellung solcher Machtstrukturen durch Taylorisierung und Verallgemeinerung von Arbeit oder mit Auseinandersetzungen um Entlohnungssysteme in historischer und aktueller Dimension (s. Penn 1982).
Dieser Artikel enthält Zwischenergebnisse aus einem deutsch-britischen Vergleichsprojekt, das aus Mitteln der Anglo German Foundation for the Study of Industrial Society, der British Academy sowie der Universität Bremen gefördert wurde. Das Policy studies Institute/London hat den Autoren großzügige Hilfe materieller und immaterieller Art geleistet. Wir fanden bei Gewerkschaftern, Managementvertretern und Wissenschaftlern viele Gelegenheiten zu offenen Gesprächen über die britischen industriellen Beziehungen.
