Abstract
Advanced research in online planning presupposes a theoretical framework for planning. One looks in vain for a substantive planning theory in the literature. For example, Branch (1966) speaks about a “comprehensive planning process”, but not a planning theory. Ayres (1969) discusses the “epistemology of forecasting”, but does not come up with any theory of planning. Emery (1965) describes a “formalization of the planning process”, but does not venture into planning theory. The record of the Commission on the Year 2000 (Daedalus, Summer 1967) does not lead to any planning theories among its numerous articles.
