Zusammenfassung
Auf die Herausforderungen der Globalisierung und das Ende des Ost-West-Konfliktes reagiert die Europäische Gemeinschaft gegensätzlich: dynamisch, wenn es um wirtschaftliche Liberalisierung geht, politisch schwerfällig, wenn es gilt, die disparitären Konsequenzen der Marktintegration durch eine umverteilende Politik abzumildern. So antwortete Europa auf die sich vertiefende ökonomische Internationalisierung mit der Einführung des Binnenmarkts und der Währungsunion der Euro-Staaten. Die politische Fähigkeit, etwaige Verlierer der Marktliberalisierung und Währungsunion zu entschädigen, erweist sich demgegenüber als sehr begrenzt.
