Zusammenfassung
Historisch betrachtet haben staatliche soziale Dienste selten Fragen der »Qualität« in den Vordergrund gerückt, obwohl sie für die Nutzer stets von größter Bedeutung waren. Dieses Versäumnis ist zentral für die Analyse der sozialen Dienste sowie deren Beziehung zu den Nutzern. Als man sich bemühte, die Form dieser Beziehung zu verändern, nahm das Interesse an »Qualität« rapide zu. Dieser Wandel, der in Großbritannien in den letzten zehn bis fünfzehn Jahren des vergangenen Jahrhunderts stattgefunden hat und sich seitdem auf internationaler Ebene fortsetzt, spiegelt den radikalen Wandel von der staatlichen zu einer eher marktförmigen Wohlfahrtserbringung wider.
