Zusammenfassung
Seit dem II. Weltkrieg sind die privaten Direktinvestitionen im Ausland in einem vorher ungeahnten Maße angestiegen. Die amerikanischen allein stiegen von etwa 12 Mrd. Dollar im Jahre 1950 auf etwa 64 Mrd. Dollar im Jahre 1968. Im gleichen Zeitraum erhöhten sich die ausländischen Direktinvestitionen in den USA von etwa 3 Mrd. Dollar auf etwa 11 Mrd. Dollar. Die Träger dieses Prozesses sind Unternehmen, die durch die Expansion ihrer Produktionsstätten über nationale Grenzen hinweg multinational werden. Diese multinationalen Unternehmen (im Englischen: multinational corporations — im folgenden abgekürzt als MNCs) kontrollieren bereits einen erheblichen Teil der verarbeitenden Industrie der OECD-Länder. In Kanada z.B. kontrollieren NichtKanadier über 50% der verarbeitenden Industrie, und in Belgien werden über 50% der jährlichen Industrieinvestitionen von Tochtergesellschaften ausländischer MNCs getätigt. Der anhaltende Anstieg dieser Entwicklung hat bei den betroffenen Regierungen zunehmende Besorgnis ausgelöst, da multinationale Unternehmen — aufgrund ihrer globalen Natur, Orientation, Struktur und Strategie — Interessen verfolgen können, die leicht im Widerspruch mit den nationalen Interessen ihrer Gastländer stehen können. Der vorliegende Beitrag versucht, eine zusammenfassende Betrachtung zum Problemkreis der politischen Implikation der multinationalen Unternehmen zu geben. Gestützt vornehmlich auf anglo-amerikanische Arbeiten, spiegelt er auch weitgehend einen Forschungstrend wider, der sich im wesentlichen auf das Verhältnis MNC-Gastland konzentriert1.
