Das im folgenden vorgestellte Modell basiert auf den Arbeiten von PATTON (insbesondere 1981, 1982) und von LUBA/LINCOLN (1981). Beide Ansätze stellen eine Fortentwicklung von STAKEs “responsiver Evaluation” dar.
