Muster parlamentarischer Entscheidungsproduktion in Mitteleuropa

Gelegenheit und Entscheidung

Zusammenfassung

Die komparativ angelegte Forschung zur Interdependenz gesellschaftlicher Strukturen, der darauf aufbauenden Propagierung von Interessen und deren politischinstitutioneller Kristallisierung in den Staaten des östlichen Europa steckt noch in den Kinderschuhen.1 Zum einen hängt die Last der empirisch orientierten Feldforschung nach wie vor zu einem guten Teil an Länderspezialisten, die wegen ihrer einzelfallorientierten Perspektive zu schwer vergleichbaren Ergebnissen kommen. Zum anderen impliziert der Kontext der Systemtransformation eine Reihe ungelöster konzeptioneller und theoretischer Fragen, die das Erstellen fruchtbarer Forschungsdesigns nicht erleichtern. Mit dem vorliegenden Text wird ein Versuch unternommen, den Zusammenhang gesellschaftlicher Interessen, institutioneller Strukturen und politischer Performanz am Gegenstand der parlamentarischen Entscheidungsprozesse in Estland, Polen, Tschechien und Ungarn auszuleuchten.
