Zusammenfassung

Am Anfang der modernen Vergleichenden Politikwissenschaft steht Walter Bagehot. Mit ihm beginnt die Wende vom formalen Verfassungsvergleich zum Vergleich der Verfassungspraxis. Der Verfassungsvergleich ist ein altes Thema des politischen Denkens von Aristoteles über Montesquieu bis hin zu den Autoren der Federalist Papers. Es handelte sich hier freilich um die Auseinandersetzung mit idealisierten Herrschaftssystemen, die aus Rechtsdokumenten und herrschaftslegitimierenden Ideen herausgelesen wurden. Sie dienten in aller Regel als Demonstrationsmaterial für die Vorzüge und Schwächen vorhandener Herrschaftssysteme.
