„There is no notion more central in politics than citizenship, and no more variable in history, or contested in theory“. So leitet Judith Shklar ihren Essay über American citizenship ein (Shklar 1991: 1), in dem sich eine eigentümliche Wendung des angelsächsischen Politikdiskurses manifestiert: „The Return of the Citizen“, wie ein ausführlicher Literaturbericht überschrieben ist, der feststellt: „There has been an explosion of interest in the concept of citizenship among political theorists“ (Kymlicka/Norman 1994: 352). Vogel und Moran, die vor einigen Jahren die „frontiers of citizenship“ ausloteten, begründen ihr Unternehmen mit eben diesem Sachverhalt: „In this last decade we have witnessed a remarkable revival of interest in the idea of citizenship. In research, ‚citizenship’ seems to have overtaken ‚class’, ‚market’ and even ‚democracy’ as the strategic concept of political science. No less striking is the general popularity that the concept enjoys in the wider arena of public debate, and the way it has attracted attention from virtually all parts of the political spectrum“ (Vogel/Moran 1991: X). Diese Beobachtung führt folgerichtig zu der Frage: „What can explain the ubiquituous presence of the idea of citizenship on all levels of political argument @@@?“ In ihrer Antwort verknüpfen die Autoren binnengesellschaftliche Strukturprobleme der westlichen Politien mit dem fundamentalen Gestaltwandel der internationalen Gesellschaftswelt derart, daß sie in der Krisenerfahrung eines globalen Umbruchs das zentrale Motiv des theoretischen und praktischen Rekurses auf das Paradigma der ‚citizenship’ entdecken können. „[T]ransformations and dislocations of this magnitude require a vantage point for rethinking the foundations of political and social identities. In one sense, then — insofar as these identities have traditionally constituted the guaranteed membership of some identifiable community enclosed within definite geographical, social and cultural boundaries — the present occupation with the condition of citizenship affirms a sense of crisis and uncertainty.“ Zugleich aber zeige sich hierin eine konstruktive Reaktion auf neue Realitäten, die versucht, den krisenhaften Umbruch in den Formen der politischen Vergemeinschaftung theoretisch zu bewältigen (ebd.: XI).
