Zusammenfassung
Es gibt nahezu keine Volkswirtschaft in der Gegenwart, die vom Ausland völlig unabhängig wäre. Im Gegenteil, die gegenseitige Abhängigkeit der einzelnen Volkswirtschaften ist ein zentraler Wesenszug des gegenwärtigen Weltwirtschaftssystems. So können etwa Maßnahmen der OPEC-Länder den westlichen Automobilproduzenten einen Schauder über den Rücken jagen. Eine Dürreperiode in der Sowjetunion kann zu Nahrungsmittelverknappung in den Vereinigten Staaten führen. Eine Kapitalmarktkrise in der Bundesrepublik Deutschland kann Störungen des japanischen Finanzsystems nach sich ziehen. Wir wollen daher im folgenden bei unserer Betrachtung der Stabilisierungspolitik im Inland den Außensektor explizit berücksichtigen. Fiskal-und geldpolitische Maßnahmen sind von außenwirtschaftlichen Einflüssen nicht völlig frei. Lange Zeit meinten sogar viele Ökonomen, die Wirtschaftspolitiker würden die Bedeutung des Außensektors in ihren Überlegungen überbewerten. Eine umfassende Beurteilung der Wirtschaftspolitik muß jedenfalls auf ein offenes makroökonomisches Modell zurückgreifen, also eine Volkswirtschaft mit Außenbeziehungen betrachten.
