Verteidigungspolitik ist notwendigerweise nach außen gerichtet und bezieht damit als wesentlichen Faktor die äußere Staatenumwelt in ihr Kalkül ein. Daher soll zunächst die Stellung Frankreichs innerhalb dieser Umwelt analysiert werden.
