Towards a Collaborative Document Archive for Distributed Governmental Agencies

Abstract

According to the implementation of the reunification process, as decided by the German Parliament on June 20th 1991, governmental agencies will be distributed between the cities of Bonn and Berlin. As a consequence, most governmental functions will be confronted with new cooperation requirements [1]. The need to provide technical support for cooperation is obvious: cooperative work must not be impeded by the distances involved nor by possible postal delays [2]. To address these issues the POLIKOM research program was set up by the German Federal Ministry for Education, Science, Research, and Technology. In the framework of this research program the project POLIWORK (“Telecooperation and Document Management at the Personal Workplace”) [3, 4] aims to provide support for time and location independent, document based cooperative work among people in distributed organizations.
