Zusammenfassung
Seit 1965 wurde eine Anzahl privater Hilfseinrichtungen in Holland gegründet. Diese Organisationen haben über das Außenministerium Zugang zu öffentlichen Geldern. Nach rascher Entwicklung betrugen ihre gemeinsamen Ausgaben im Jahre 1986 circa 125 Millionen US-Dollar. Während das Volumen der für Entwicklung vorgesehenen Regierungsgelder für bilaterale Beziehungen von Regierung zu Regierung vergeben wird, um die Selbständigkeit der Dritte-Welt-Länder zu stärken, haben diese privaten Hilfseinrichtungen eine spezifische Aufgabe zu erfüllen: Sie dienen der Implementierung von politischen Maßnahmen für bestimmte Zielgruppen. Dies bedeutet, daß sie die armen Bevölkerungsschichten in der Dritten Welt erreichen sollen.
