Zusammenfassung

“Interessenvermittlung” ist der Vorgang, durch den “Interessen” zu einem Datum des politischen Prozesses werden. Dies geschieht nicht, wie vereinfachende mechanistische Modelle der Interessenpolitik unterstellen, durch bloße Summation individueller Präferenzen. Eine realistische Interessentheorie wird (Hirschman 1982: 67ff.) davon ausgehen, daß Individuen nicht bloß über eine einzige “Allzweck-Präferenzordnung” verfügen (wie dies Amartya Sen ironisch genannt hat), sondern über (latente) alternative Präferenzen und “Metapräferenzen”. Die Ausbildung von Interessen, die im politischen Prozeß relevant werden, geschieht dann in einem gesellschaftlichen Selektions- und Vermittlungsprozeß. In Industriegesellschaften geschieht diese Vermittlung zumindest in Perioden gesellschaftlicher “Normalität” (d.h. außerhalb krisenhafter Erschütterungen) in erheblichem Maße durch das Medium von Institutionen.
