Zusammenfassung
Das internationale System wird als komplexes Kommunikationsnetzwerk verstanden, wobei internationale Kommunikation, der Fluß von Informationen über nationale Grenzen hinweg, hier sehr weit gefaßt wird, d.h. bei der Analyse der Imagepflege von Staaten können Massenmedien nicht isoliert betrachtet werden, sondern es müssen immer auch andere Kanäle der Kommunikation berücksichtigt werden (vgl. Mowlana 1982, S. 2). Die Thematik der internationalen Kommunikation ist, betrachtet man die Qualität der Publikationen als Indikator, in der letzten Dekade zunehmend in das Zentrum des Forschungsinteresses gerückt. Allerdings trifft dies nicht auf den Bereich der internationalen PR bzw. der PR für Staaten zu. Internationale PR wird verstanden als das Bemühen, das Image eines Staates in einem anderen Land (bzw. mehreren Ländern) durch die Verbreitung interessengebundener Informationen zu verbessern, wobei auch der Aufbau eines anderen Landes als Feindbild der jeweils eigenen Imagepflege dienen kann. Indikator für die unbefriedigende Literaturlage ist etwa, daß in einer 1987 erschienenen Übersicht über den Stand der PR-Forschung (Pavlik 1987, S. 64) zwar argumentiert wird, internationale PR sei der am schnellsten wachsende Bereich der PR (ähnlich Adelman 1981, S. 913; Alexandre 1987), aber in diesem Kontext nur vier Quellen angeführt werden, wovon lediglich eine Studie (!) die PR für Staaten betrifft (Albritton und Manheim 1983). Auch in der Public Relations Review des Jahres 1988, in der die „PRSA Task Force“ eine Literaturübersicht „Public Relations: Body of Knowledge“ vorstellt, werden zum Thema „International Public Relations“ nur sechs Quellen angegeben.
