Zusammenfassung
Das Wissen, über das gesamtgesellschaftliche Einheiten verfügen, beeinflußt ihr kol lektives Handeln. Aber gesamtgesellschaftliche Einheiten sind intern differenziert — was die eine Untereinheit weiß, weiß die andere oft nicht. Insbesondere das Wissen der Experten und der Kontrolleinheiten ist den anderen Mitgliedern im allgemeinen nicht verfügbar. In dem Maße, wie die Unterstützung durch die Mitglieder die gesellschaftliche Steuerungs- und Handlungsfähigkeit beeinflußt, hängt der Aktivitätsgrad gesamtgesellschaftlicher Einheiten davon ab, daß die Mitglieder — vor allem die relativ aktiven — obsoletes Wissen aufgeben und neues Wissen miteinander teilen. Wir versuchen im folgenden, die Bedingungen zu entwerfen, unter denen gesamtgesellschaftliche Akteure ihre kollektive Realitätsprüfung verbessern und das Ausmaß vergrößern können, in dem sie imstande sind, eben diese Bedingungen zu transformieren. Um diese Dimension der gesamtgesellschaftlichen Steuerung zu illustrieren, konzentrieren wir uns auf einen Punkt: die Kosten der Revision gesamtgesellschaftlichen Wissens.
