Zusammenfassung
Daß Einheiten, die über ähnliches Wissen und ähnliche Ressourcen verfügen und in grundsätzlich denselben Umwelten agieren, ihre Ziele dennoch in unterschiedlichem Maße verwirklichen, scheint auf Unterschiede im Grad der Bindung an diese Ziele bedingt zu sein. Die überwiegende Zahl der gesamtgesellschaftlichen Einheiten bindet in der Regel nur einen kleinen Bruchteil ihrer Ressourcen an die Verfolgung ihrer kollektiven Ziele. Das Ausmaß dieses Bruchteils ist ein Maß der Intensität ihrer Zielorientierung. Die entscheidende Frage bei der Untersuchung gesamtgesellschaft licher Mobilisierung ist demnach, unter welchen Bedingungen die Bindung einer Einheit stark ist und wächst. Auf gesamtgesellschaftliche Kontrolle bezogen heißt dies, daß der Grad, in dem eine spezifische Kontrollinstanz imstande ist, die von ihren kybernetischen Zentren entworfenen Pläne zu verwirklichen, wesentlich von der Energiemenge abhängt, die sie zu mobilisieren fähig ist.1
