Zusammenfassung
Obwohl in der Realität gesellschaftlichen Handelns kybernetische Faktoren und Durchfuhrungsfaktoren vermischt sind, ist es sinnvoll, für analytische Zwecke beide Arten von Faktoren getrennt zu behandeln. Wenn wir uns zwei Akteure vorstellen, die an dieselben Ziele gebunden sind, identische kybernetische Fähigkeiten besitzen und in derselben Umwelt agieren, werden Unterschiede in der Zielverwirklichung durch unterschiedliche Fähigkeiten zur Durchführung von Entscheidungen erklärt werden können. Diese Fähigkeiten werden stark durch die relative Macht der Akteure beeinflußt. In diesem Kapitel untersuchen wir zunächst kurz die Frage, ob Macht als ein operationales Konzept definiert werden kann. Wie wichtig ist Macht für die Regulierung gesamtgesellschaftlicher Prozesse — ist sie eine universale Kom ponente in allen gesellschaftlichen Organisationen, oder findet sie sich nur in unzulänglichen Organisationsformen? Im Anschluß hieran fragen wir nach der Beziehung zwischen der Verteilungsstruktur der Gesellschaft und der gesellschaftlichen Rolle von Macht. In welcher Beziehung steht Schichtung zu politischen Prozessen? Im letzten Abschnitt dieses Kapitels diskutieren wir die Beziehung zwischen Macht und dem zweiten zentralen Durchführungsfaktor, Kommunikation. Wir fragen: Wieweit kann in einer aktiven Gesellschaft Kommunikation Macht substituieren?
