Zusammenfassung

Im Mittelpunkt meines Beitrages steht nicht die Sorge um demokratische Partizipationsmöglichkeiten im derzeitigen Zeitalter der Globalisierung. Vielmehr möchte ich einen Schritt zurückgehen und fragen, wie es um die demokratische Partizipation bei zentralen Weichenstellungen auf dem Wege zur Globalisierung bestellt war. Eine Antwort auf diese Frage erwarte ich von einer Analyse der innenpolitischen Auseinandersetzungen um die Außenhandelspolitik der Vereinigten Staaten von Amerika (USA). Schließlich war die US-Regierung nach dem Zweiten Weltkrieg die entscheidende Kraft bei der Gründung und Ausgestaltung der für die Weltwirtschaft zentralen multilateralen Institutionen. Seither forciert die US-Regierung die Öffnung der Märkte anderer Nationen für ausländische Anbieter.
